I feel that when the ambient temp is cold (under 50 degrees outside), IAT's are low, etc - the car learns it way around the map. In other words, the ECU will figure out a way to boost less than the target boost set in the map. Timing is the same I believe, its basically the same exact map with adjusted WGDC.
I have seen perfect target boost pressures on the highway in 4th and 5th gear only when the car is thoroughly warm and has been running for a while. But even with the new Rev3, I am seeing 12-13 psi on cold mornings even in 4th gear, and with the engine running at perfect operating temp for over 20 minutes.
